Suspend/resume a flow by sending approval URL - approval

Send a message with an approval URL to a specific Matrix room. Parameters: * matrix_resource * room (alias or ID) * message (optional string to explain the suspended flow; default to generic text) * is_message (optional boolean to post as a notice or message; default to false)
